Only Announce While Live

The Legacy Player had an option to only announce Now Playing in chat while the channel was live.
Please bring back that option, but with a slight improvement:
Similar to "Streamer Mode" for Discord, allow the desktop app (and web player, if that's possible) to know when OBS is actively broadcasting and force a live check when OBS starts/stops broadcasting.
The Legacy Player had an issue where the bot would either delay the first announcement or not announce the first song at all. This would alleviate that issue.
