Windows Start Menu Tile Support

Add a "Pretzel.VisualElementsManifest.xml" to the desktop client program folder to support fancy Windows start menu tiles.
I attached an example how it could look like based on what I did on my system to add tile support myself.
It's really just a matter of adding the XML file and two tile images (small and large) and you are done.
